Quaresma, 29, is a free agent after buying himself out of his contract with Turkish club Besiktas last month following an altercation with club officials.
The Portuguese winger has had spells with Sporting Lisbon, Barcelona, Porto, Inter Milan and Premier League side Chelsea.
His agent, Jorge Mendes, a well-known figure in Spanish football had offered the 29-year-old to Valencia and it was reported that a deal was all but signed, however, Liverpool have now been given the chance to sign the winger.
French club Marseille are also keen.
